The research for this paper was taken from open sources and includes personal interviews, the experience of the author during the Gulf War and during TALCE deployments in Afghanistan, a review of after action reports and RAND studies, and interviews with GRL personnel. The model used to compare GRL assets between the Gulf War (DESERT SHIELD), Operations in Kosovo (ALLIED FORCE), and Afghanistan (ENDURING FREEDOM) was taken from the author's thesis from the USA Command and General Staff College entitled, "Strategic Airlift Inefficiencies from Desert Shield to Vigilant Warrior" and modified for this paper. To adequately explain this model, significant portions of Chapter Two of this paper were taken from that thesis and documented accordingly. The ENDURING FREEDOM portion of this paper was edited and expanded from a paper submitted for the "Logistics of Waging War" elective in Air War College the author took in the fall of 2002. Less
