This book analyses policy making processes at the micro-level and offers a unique insight into the fascinating world of policy entrepreneurs, elucidating their strategic modus operandi. The author identifies change strategies and explores the role of individuals in policy change processes. Readers will see how these highly talented and exceptional bureaucrats are constantly on the alert for new opportunities and have the capacity to "sell" and "market" new ideas. Based on a uniquely comprehensive four-year study, entailing more than 60 in-depth interviews and an extensive survey of over 300 water policy entrepreneurs in the Netherlands, this book explores the different strategies that policy entrepreneurs employ. It identifies which conditions affect the policy entrepreneur''s selection of strategies and more importantly, it assesses the (contextual) effectiveness of these strategies.
